No frame in either of our sources opens a comparison panel, no tooltip appears, and nothing on the card defines the baseline the 150% is measured from.

If you want to reason about it, the safe reading is: Phoenix claims to improve on the wings you already have, so its practical value rises with the quality of your current pair. That is a sensible design for a premium item and a terrible basis for a purchase decision, which is exactly why the verdict below is cautious.
